Summary of SPR Emergency Oil Exchanges


Oil Requests a Result of Disruptions in Supply Caused by Hurricanes Gustav and Ike

Washington, DC - The U.S. Department of Energy has agreed to deliver emergency exchange oil from the Strategic Petroleum Reserve to several refiners along the Gulf Coast to alleviate oil supply disruptions caused by hurricanes Gustav and Ike. A summary of requests and SPR deliveries is shown below.

October 14, 2008
The U.S. Department of Energy has delivered 200,000 barrels of emergency exchange oil from the Strategic Petroleum Reserve to Placid Oil's refinery at Port Allen, Louisiana through the Shell pipeline system. The delivery began on October 13, 2008 and was completed today.

October 13, 2008
The U.S. Department of Energy is delivering 200,000 barrels of emergency exchange oil from the Strategic Petroleum Reserve to Placid Oil's refinery at Port Allen, Louisiana through the Shell pipeline system.

October 8, 2008
The U.S. Department of Energy is delivering 100,000 barrels of emergency exchange oil from the Strategic Petroleum Reserve to Alon USA's Krotz Springs, Louisiana refinery.

October 5, 2008
The U.S. Department of Energy is delivering 300,000 barrels of emergency exchange oil from the Strategic Petroleum Reserve to Placid Oil's refinery at Port Allen, Louisiana through the Shell pipeline system.

September 30, 2008
The U.S. Department of Energy is delivering 150,000 barrels of emergency exchange oil from the Strategic Petroleum Reserve to Alon USA's Krotz Springs, Louisiana refinery.

September 27, 2008

The U.S. Department of Energy is delivering 500,000 barrels of emergency exchange oil from the Strategic Petroleum Reserve to Marathon Petroleum Company's Midwest refineries along the Capline pipeline system.

September 26, 2008
The U.S. Department of Energy is delivering 200,000 barrels of emergency exchange oil from the Strategic Petroleum Reserve to Placid Oil’s refinery at Port Allen, Louisiana through the Shell pipeline system.

September 25, 2008
The U.S. Department of Energy is delivering 500,000 barrels of emergency exchange oil from the Strategic Petroleum Reserve to Citgo’s refinery at Lake Charles, Louisiana through the Shell pipeline system.  A delivery of 150,000 barrels is being delivered to Alon USA’s Krotz Springs, Louisiana refinery.

The U.S. Department of Energy is delivering 250,000 barrels of emergency exchange oil from the Strategic Petroleum Reserve to Citgo’s refinery in Lake Charles, La., through the Shell pipeline system.

September 23, 2008
The U.S. Department of Energy is delivering a cargo of 125,000 barrels of crude oil to Alon USA's Krotz Springs, Louisiana refinery.  Following the delivery to Alon, a delivery of 250,000 barrels will be delivered to Marathon Oil through the Redstick Pipeline.

September 20, 2008
The U.S. Department of Energy is delivering 125,000 barrels of emergency exchange oil from the Strategic Petroleum Reserve to Alon USA’s Krotz Springs, Louisiana refinery. Following completion of the Alon delivery, a cargo of 300,000 barrels will be delivered to Placid Oil’s Port Allen, Louisiana refinery.

The U.S. Department of Energy is delivering 250,000 barrels of emergency exchange oil from the Strategic Petroleum Reserve to Citgo’s refinery at Lake Charles, Louisiana.

September 18, 2008
The U.S. Department of Energy is delivering 561,000 barrels of emergency exchange oil from the Strategic Petroleum Reserve to ConocoPhillips Company’s Wood River refinery along the Capline pipeline system.

September 16, 2008
The U.S. Department of Energy will deliver an additional 239,000 barrels of emergency exchange oil from the Strategic Petroleum Reserve to ConocoPhillips Company's Wood River refinery along the Capline pipeline system.

September 15, 2008
The U.S. Department of Energy will deliver 250,000 barrels of emergency exchange oil from the Strategic Petroleum Reserve to Marathon Petroleum Company's Midwest refineries along the Capline pipeline system.

September 14, 2008
The U.S. Department of Energy has agreed to deliver 200,000 barrels of emergency exchange oil from the Strategic Petroleum Reserve to ConocoPhillips Company’s Wood River refinery along the Capline pipeline system. The Department will also deliver an additional 109,000 barrels of emergency exchange oil from the Strategic Petroleum Reserve to Placid Oil’s Port Allen refinery along a Shell pipeline in Louisiana.

September 11, 2008
The U.S. Department of Energy will deliver 130,000 barrels of oil from the Strategic Petroleum Reserve to Placid Oil's Port Allen refinery along a Shell pipeline in Louisiana. The Department will also deliver an additional 250,000 barrels of oil from the Strategic Petroleum Reserve to Marathon Petroleum Company’s Midwest refineries along the Capline pipeline system. 

September 8, 2008
The U.S. Department of Energy will deliver 250,000 barrels of oil from the Strategic Petroleum Reserve to Marathon Petroleum Company’s Midwest refineries along the Capline pipeline system. 

September 3, 2008
Today, September 3, 2008, with the partial opening of Louisiana's Calcasieu Channel, Citgo's Lake Charles refinery has determined that it will receive the necessary oil supply needed to meet their refinery needs and has withdrawn their request for 250,000 barrels of oil from the Strategic Petroleum Reserve. Separately, the U.S. Department of Energy received a formal request from Marathon Petroleum Company’s Robinson and Catlettsburg refineries for oil from the Strategic Petroleum Reserve.

September 2, 2008
On Tuesday, September 2, 2008, the U.S. Department of Energy received a formal request from Citgo’s Lake Charles, Louisiana refinery for 250,000 barrels of oil from the Strategic Petroleum Reserve.  The oil is needed because of the closure of Louisiana’s Calcasieu channel and disruptions in oil supply caused by Hurricane Gustav.  The Department intends to grant Citgo’s request.
